call social services ASAP. She's a danger not only to herself but to others as well. You'd be doing her and everyone around a favor. Her family should be ashamed. With Christmas almost here maybe some of her family will come by and see how bad off she is. If nothing else you can always call the police. They should be able to get admitted to the hospital for 'observation' for a few days and they'll contact her family.

Contact Elder Care or Social Services immediately - she is both a danger to herself and to everyone else in the building and her family is probably in denial or they do not want to have to deal with the expense of nursing care.
Social services will send a case worker out to evaluate her and the situation - they can contact the family and force them to either establish a guardianship to provide care for her or the state or county (depending on location) will take over guardianship and mandate she receive nursing care.

if you are this concerned the best thing you can do is talk to the family and tell them how you feel explain how you feel. If they will not listen you can turn them in to social services for neglecting a severe condition on a elderly citizen. And social services will put the elderly in a nursing home or somewhere where she will receive treatment for her ailness

Warn the landlord about this because she is putting everyone in the building in danger and since he is renting to them he could end up being sued. He is renting to people who are endangering others so he has the authority to evict them or warn them to do something. Meanwhile if anything else happens you call the appropriate authorities such as fire or police.

Your state should have a Department of Aging or something similar. Call them and explain the situation. They will make a visit and evaluate your neighbor and if they find she is a danger to herself or others (which it sounds like from your story) they will have her put away.
In Connecticut where I live it is called Department of Social Services, Aging Services Division. It is basically the same place you call to report child abuse, but a different department.

If the family refuses to help her, you can try contacting Adult Protective Services, or whatever it's called in your area. If she really is a danger to herself or others, these are the people who can investigate and help.
