There is a product on the maket called: Goof off.
That should do the trick.

You need grafitti remover. Go to a hardware store, tell them you need grafitti remover for permanent marker. There are many different types that work equally well.
In the meantime, if you can't make it to the store yet, try using a foaming bathroom cleanser or 409 on it. With any luck, that will take care of most of the problem. Don't use nail polish remover on it. If the nail polish remover contains acetone, it will also remove the polyurethane or whatever coating is on the railing.

as suggested wd-40 will work,as will window cleaner , because #1 it's on a hard surface,#2 they both contain a key ingredient which is alcohol, try a little rubbing alcohol on a paper towel.

try using some glass cleaner, the stair rail is sealed with a clearcoat so it should come off easily

You'll have to sand it an refinish it.
If you try to remove it with cleaner, that will leave a stain.
