Depends on the state. Some states allow relationship with a minor as long as the age difference isn't drastic, but most states the age of consent is 16-18.

YES she can, IF he is under the age of consent in your state. Most states have an 'age of consent' and it's usually 16.
People, it has nothing to do with her being 18 and him being UNDER 18. If he were of the age of consent (16), it would not be illegal even though he's a minor, and she's a legal adult.
