I want to make a simple dipping sauce for the shrimp. I need a recipe that does not have horseradish, hot sauce or anything spicy in it or full of salt.

Horseradish is a pretty key ingredient in cocktail sauce. Maybe you could just put less? Otherwise it's just ketchup, basically. Maybe you could just do ketchup.

You might try diluting the sauce with tomato paste or tomato sauce. I can't think of any seasonings that can reduce the spice without damaging the flavor otherwise. Good luck!
