The simple answer is that 'anyone that posseses/distributes child porn' can be charged.
In this case the parents would probably be charged and not the child and there would be other repercussions i.e. childrens protention agencies getting heavily involved because the parents did not supervise their child.

Yes they can - possession of indecent images of children is a serious offence no matter what the age of the person possessing the pictures. If found in possession of such images, the offender could be sentenced to imprisonment.

Producing, possessing or distributing images of minors (anyone under the age of 18) engaged in sexual conduct is illegal. Being a minor does not change the law. You would just be convicted as a minor instead of an adult.

I believe that they can. I am not 100% certain, but it is unlawful to possess or distribute porn with minors, so I am betting it would be illegal.
