All of the major brands are good. Choose a brand that appeals to you. Then you have to think about getting a spare battery, what size memory card, if you want an extended warranty, how much you can afford, what size zoom, if you want manual controls, the size of the camera, finding a reliable place to purchase it, and the list goes on and on and on.......
The first thing to realize is that almost any digital camera will take good pictures. If more people would read the manual more than once, they would be able to take better pictures. Usually, the person assumes it is the camera when it could be them not knowing exactly what to do. Just give yourself more photographic knowledge by doing more reading on the internet.
I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras so they can decide on the features that they really want and need.
Go to the store and hold them so you can see if they feel comfortable in your hands. If possible, take some pictures in the store to check the quality of the pictures.
I can only give a suggestion of what to look for in a new digital camera.

There are a lot of different cameras but you have to give more detail as to what you plan on using it for. They have super compact cameras that fit in your pocket to ones that are more like the old film cameras.
More important than megapixels is the lens. I only have a 4 megapixel camera but usually it takes better images than many 7 meg cameras. Think of the number of pixels will allow you to enlarge the image to a greater size with good detail. For most of us who do not make enlargements greater than 10 x 15 inches. You are not going to see a lot of difference.
I would suggest you look at the Panasonic line of digital cameras. For example: Panasonic Lumix DMC-FZ18K Digital Camera sells for around $325.00 has 8 megapixels, 18 X OPTICAL zoom and 4 X digital zoom. It also has an image stabilization feature that prevents shaking when you zoom in. The higher the optical zoom the better digital quality image you will obtain when zooming in on a subject.
Panasonic also uses Leica precision glass ground lenses in their cameras. You will not find a better lens manufacturer for this kind of money.
Like I said, I have an old one and people always ask what kind of camera I have because the quality of my images obtained are breath taking. If you just want something to point and shoot and keep a memory, then most any digital camera will do. If you want to take stunning close-ups as well as action shots and zoom in then look at this style of camera with a good Leica lens. I will post a shot on a wesite that you can at least see how this camera can catch a fast action shot.

Buying Check List
Your new digital camera should have these key features:
• At least a 6MP imaging device for a D-SLR
• At least a 7MP imager for a point-and-shoot
• Optical zoom of 3x, some have 6x...not just a digital zoom
• The highest quality optics
• A large LCD screen; the more pixels doesnt mean the better the quality.6-8 are great unless you want to print garage size images.
• The widest range for aperture (f/stops), shutter speed and ISO
• An AF Illuminator or AF Assist mode for best flash shots in dim light
• A variety of "scene" modes for more convenient shooting in a variety of situations
• Make sure you do your own ergonomic hands-on test
and image stabilizer if possible.

I would consider the Canon S3 IS. 6 megapixels, 12X optical zoom. Quick next shot delay, battery life is excellent. PS This camera has an image stabilizer.

ok ive been shopping 4 one recently as well, my personal opinion the kodak easyshare 12.4 mega pixel, 3.1 inch lcd screen and 3X optical zoom, 15X total zoom seems pretty nice im not quite sure what the model is but if you want 2 get it in the color black, it on sale at amazon.com 4 $219
