Mexico. Not Cancun, but much further south...close to Belize, Central America.
The weather is beautiful, the ppl are friendly, and the exchange rate is fabulous!

Go to a place where the US Dollar is stronger than the local currency. Europe and Japan are bad choices for keeping expenses down.
If you're looking for an English speaking country, I would suggest Australia. If not, then it depends on how developed of a country you'd like to visit. Many "poor" countries are great to visit and our dollar goes a long way.

hehe, just having fun with ya.
mexico or cuba would be your least expensive sites coming south from up here in canuckistan. or try dominican republic, the water is exquisite and the men are just hunky!!!
canada is a beautiful country to travel BUT you have to wait until summer,too friggin cold otherwise.

mexico or the caribbean or maybe somewherein asia? just don't go to europe because the euro exchange rate is higher and the dollar won't have much spending power there.
