Gimp, or if you prefer the photoshop interface - gimpshop. For links and review info see: http://www.t3technet.com/imaging.php

You cannot get a non-trial version of photoshop (legally) without paying for it and unless you are publishing a magazine (in which case you should be able to afford it) or otherwise need a couple features specific to pro printing, you don't need photoshop.

Nowhere that I know of. Adobe Photoshop costs about $600. I bought it, now it's your turn.
