As they are still young enough to put things in their mouths I'd try to avoid anything that could possibly have lead-based paint (which rules out most things made in China). I have found that wooden toys are the best - my 2 and 1 year old boys love them more than any plastic gadget.
I would recommend for your 2 year old vehicles and people/animal figurines, puzzles, blocks, shape sorters, pull-along or ride ons, trikes, balls, musical instruments, art materials (crayons etc.), books, bubble makers etc. Anything that teaches concepts, encourages skills development, and toys that are creative (can be used in more than one way, not something that does everything for you). Think of something from different developmental areas (toys that encourage creativity, thinking skills, maths concepts, manipulative skills, gross motor skills, imagination etc.
For your little baby, maybe he would also like some books with textures (Usborne Touchy Feely books are great!), stacking cups, music makers (shakers etc), soft toys with music/textures etc.
I have bought a lot of my children's toys from the Early Learning Centre (a UK based company which distributes here in Australia) - they have beautiful educational toys. My boys' favourite things from there are stacking cups and a wooden shape sorter - pretty basic stuff but they always play with them every day, unlike some of their expensive Fisher Price creations.
Happy Christmas!

My sons are about the same age. Books that have a panel on the side with sounds (like Thomas the Train and Winnie the Pooh) are always a big hit! You can get them at any book store, or even Walmart or Target. I don't spend much money specifically on the baby because he will "grow into" his brother's toys in no time at all, and will outgrow all of the infant toys.
Large plastic blocks are a great toy for both of them because your two year old can play with them now, and you don't have to worry about the baby putting them in his mouth.
Little People are also geared for ages 1-5 and are safe to have around babies. My son loves the fire truck, bus, and carport!
Parent's Magazine also makes some big chunky push and go cars that are baby friendly. (I don't know why the price is so high on this website- they were less than $20)
You should be able to find everything on this list at Target.
I included links below. Have fun shopping!

Last minute shopping? Don'nt worry, I have a 3-year old brother.
This year, I got him a huge Thomas the Tank Engine set with sound effects. Get your child what he likes: Spiderman, Batman, Thomas, etc. He'll be happy no matter what the real object is: a plastic spiderman cup or a huge spiderman tent. kids are like that.
Buy educational toys. children at that age are learning mroe and more. my brother has picked up some awful words from television.

I'm sorry for you're loses. I know it's hard, especially when the holidays are coming up. You have to be strong, I'm sure your step-dad would want you to be. I know your dog would. Dogs can sense when things are wrong, and I'm very sure Goldie would sense your sadness also. The wonderful things about dogs is that they can make you happy when you don't feel like it and I'm sure that Goldie wouldn't want you to be sad. You had a long time with her and I'm sure she was very happy with you, but people pass on and so do animals unfortunately. You will go on, and now you can make special memories with your new puppy. You won't forget about Goldie or your step-dad and they will live on in you're memories. I know how you must feel because I've lost dogs also. Be strong, and try to have a happy holidays!
