10 The sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh come; and unto him shall the gathering of the people be.

Who is Shiloh?

Jacob is giving a prophecy about what will happen to his sons and their families in future times. Shiloh is a term for the Messiah. Jacob couldn't clearly see all the details of events far in the future, but he knew that the tribe of Judah was going to be designated for special things. Judah provided all the kings of the southern kingdom (Saul, of Benjamin, as first king of the nation excepted). David, Solomon, and all the rest were descended from Judah and were ancestors of Messiah Jesus.

I doubt seriously Jacob would have known much about the Arabian tribes, even though both were descended from Abraham, so a prophecy regarding Mohammed is most unlikely. Nice thought, though.

Shiloh is Hebrew for "peace" and part of it is the same root as Shalom "peace be with you" and Salaam in Arabic.

So, the sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Peace comes; and unto him shall the gather of the people be.

Basically, it's a reference to the Messiah.

10 The scepter will not depart from Judah, nor the ruler's staff from between his feet, until he comes to whom it belongs and the obedience of the nations is his.
11 He will tether his donkey to a vine, his colt to the choicest branch; he will wash his garments in wine, his robes in the blood of grapes.

"Shiloh" (in this context) is almost universally perceived to be a reference to the Messiah (YAHOSHUA)
