You are in Hawaii right? Well New Westminster is to Vancouver like Aiea, Pearl City, Mililani is to Honolulu. While they are in the same area, it is a different name for it.

When address to someone in Canada do this:

Name
123 Street Name
New Westminister, BC V8N 2R4
CANADA

The zip code in Canada is called a postal code and is comprised of 3 letters and 3 numbers, going letter, number, letter, space, number, letter, number.

When sending the package you will need to fill out a small green customs form for it. If it is above a certain weight then a proper customs form will need to be filled out. The cost of shipping it will depend on how much it weighs and which way you are doing it. Most packages if shipped air mail will get there within 7 to 10 business days. The longest it took a package to get to me in Hawaii from Canada (BC in fact) was about 6 days and vice versa. Your best bet is to take them to the local USPS and find out the exact cost.

Well, you ship to her address....

If she lives in New Westminster, that's what you write. Vancouver won't work. You also need a postal code. I gather you are in the US because you are looking at USPS. In Canada we have postal codes just like you have zip codes.

Greater Vancouver is a term to describe a LARGE cluster of cities that basically are touching one another by a connecting street, highway, bridge, etc.
There is Vancouver (the downtown core), North Vancouver, West Vancouver, Burnaby, New Westminster, Coquitlam, Surrey, Richmond, Delta, Port Moody...
ALL of these are considered to be part of "Greater Vancouver". But if your friend lives in New Westminster and you send to "Vancouver", your package ain't getting to her.
If you send an envelope, just ask at your P.O. what the stamp cost is to send to Canada.

Now for USPS.....USPS only shows Vancouver because it is the closest "major city". The rate shown would most likely be the same to New West. If you are sending a parcel, take it directly to the P.O for mailing. USPS online is rarely accurate to Canada.

Please get the postal code and enter it on the USPS system..and make sure it's on the parcel or you won't get the package to her and it will be returned to you.

Just go into the post office, From reading your question I don't really understand it, but enter her Address because if you put Vancouver it will go there. Plus Vancouver most likly has the same street in its city.
Maybe you need another form?
