Can anyone identify this Star Trek alien ?

This is an image of a humanoid alien from the 4th Star Trek movie - I've tried to link the image from it's source at the Ex Astris Scientia website. I'm not sure if the link is clickable, but if you can click the link or paste it into your location bar you can see the image.

I think this may be one of the Vulcanoid Rigellians that have been mentioned on a few Trek episodes, and in several of the novels. But, I'm not sure....

Ok, That Alien I have seen During one of the Star Trek Movies, I think it was In search of Spock, during the trial where Kirk was reduced in Rank to Capetian (again)

That Alien was in the Crowd as part of the Ambassadors

Now with that out of the way
