If I walked up to a beautiful Muslim female wearing a hijab and stated a conversation with her, in America, would I be disrespecting Islam and offending her?
When I was at the library recently, I seen a beautiful Persian-looking Muslim woman and wanted to approach her and start a conversation, but I didn’t because the situation felt awkward.
I know Muslim women wear the veil to hide their beauty, but where I live at in America, Muslim women don’t cover their face or just cover their hair, so I can still see their beautiful faces. And it is hard to resist a conversation.

It begins with the sentence, "There are many Muslim women who are so shy that they would be flustered by the compliment."

Hi, that is why the niqab is required. The actually meaning of hijab is full screen, full covering, to hide away, to cover completley. And Muslim women have been taught wrong to not wear the niqab. They actually think covering their hair is enough. Subanallah. Had this sister been wearing niqab she would not of brought sin on her self for enticing the man to want to have conversation with her shame on her. And wearing niqab is in the Quran and Hadith. The Quran says tell the beleiving women to cover their jayubahina which means has translated by all the sahabas and ibn abass (ra) as he did show another sahaba what the hijab is when he took a sheet and covered h iself only showing the one eye. Sisters knock it off stop showing your faces and wearing tight jeans with a simply thin scarf with make up calling your self believing women. This is haraam. Non of the Sahabiyat or the wives of the Prophet Muhammad(saw) wore tight revealing clothing and a light scarf called themselves believing women. For my sisters that dress with nakedness in the streets shame on you and fear Allah swt. Tight jeans and headscarves are shameful, and unIslamic, and the non Muslims just laugh at you. What is the point of covering your head with a short 2yr old child amira khimar but your bust breast are showing through your shirt, and wearing tight jeans! Come on just take off the scarf and be a kafer already! Don't mock our beautiful deen Islam.

“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”
The First Amendment to the United States Constitution is a part of the United States Bill of Rights. It prohibits the federal legislature from making laws "respecting an establishment of religion" (the "Establishment Clause") or that prohibit free exercise of religion (the "Free Exercise Clause"), laws that infringe the freedom of speech, infringe the freedom of the press, limit the right to assemble peaceably, or limit the right to petition the government for a redress of grievances. Although the First Amendment explicitly prohibits only the named rights from being abridged by laws made by Congress, the courts have interpreted it as applying more broadly. As the first sentence in the body of the Constitution reserves all law-making ("legislative") authority to Congress, the courts have held that the First Amendment's terms also extend to the executive and judicial branches. Additionally, in the 20th century the Supreme Court has held that the Due Process clause of the 1868 Fourteenth Amendment "incorporates" the limitations of the First Amendment to restrict also the states.

Aren't you the silly sentimentalist. Do you think that the ugly ones do not wear a veil?

As salaamu 'alaikym.
Yes, you would be direspecting Islam and culturally saying to her that you thought she was prostitute.
Further, her male relatives might take offense... and you might not like the cosequences.
She will not think you are being "cute" nor clever, justr disrespectful of her and her beliefs.
Try to control your hormones, your lust and your ego.
Ma'a salaam
