i am doing a remodel job on a8'by22'bedroom;and the carpet installer put carpet and padding down without tack strips,or glue;just loose fit laid it in there and told the homeowner to just put shoe moulding down to hold it in place.will this work,or was he being lazy?he said he couldn't get the nails into the old concrete.

In commercial construction where all floors are usually concrete the carpet guys typically spread glue over the entire floor to install carpet made to be glued down. I have also seen epoxy used to secure perimeter tack-strips. So yes your installer was cutting corners but like Countdown said you can get by with just the shoe molding.

Just putting carpet on the basement floor will look good for about a week, and after a few months will begin to smell musty and bunch or move. It's absolutely important to prep the concrete with some kind of moisture sealer or sub floor as well as a pad that is mildew resistant. Not tacking the carpet will cause it to lift and move, especially if it's in a high traffic area. I'm sure you have an area rug that you have to keep moving back to it's original location after a few days of traffic. your faux wall to wall with do the same thing. It's well worth the 12 to 14 dollars a square yard to have an adequate and comfortable living space you can enjoy for some time. Plus it will add value to your home.

Well obviously it is not streched properly.

I've tried nailing into my basement floor, with one of those gunpowder nail guns, and that didn't work either, so I know it can be impossible.

They could be drilled and screwed, but it would take a good quality durable hammer drill because it would be ALOT of holes, and take a considerable amount of time over standard strip nailing and I dare say deserving of more money

I don't feel glue would do the job for the tack strips

Well as a proffesional installer, that was cheap. But that's how I did my room. It works good, but the molding is needed. I don't have molding yet and if I slide like my bed, the carpet buckles.

The carpet will not stay in place without getting "rolls" in it from walking or moving furniture. Moulding will not hold it down.
