nitrogen is a component in nucleic acids, proteins, chlorophyll, and coenzymes

phosphorous can be incorporated in ADP, ATP, nucleic acids, coenzymes and some lipids

In eutrophication, excess nutrients causes overgrowth of algae and some of the algae deeper in the water where sunlight can't reach it will die off, releasing the nutrients. Bacteria that decompose the dead algae will used these as well, and for the same things.
