Take the collar off your cat..they are pretty much useless and can poison your cat. Use a long term flea control such as Advantage or Frontline.

Flea collars are a waste of money and are not safe for many reasons.
They can be toxic
They can cause accidental hangings
They are harsh on the skin and can cause alopecia (hair loss) and ulcerations.
So go to your local vet and pick up some Advantage multi.
Andvantage multi protects against heart worm disease,fleas and intestinal parasites.
Revolution also does the same as Advantage but also kills ear mites.
Frontline will protect your cat from fleas and ticks only when applied to the nape of the neck.
These products are not cheap but neither is treating the environment once an infestation has begun.
All these products are available over the counter at the vet.
They are safe an effective which makes it worth the money.

Flea collars don't work, plain and simple. They have been shown to be toxic as well. Clearly they can do more harm than good.
Two safe topical products are Fronltine (avail at Vet's over the counter [no prescription needed] lasts one month and kills and prevents fleas and ticks). and Advantage (prescription only so you would have to have a current relationship [within 1 yr] with a Vet, this kills and prevents fleas only and also lasts one month).
Cost for the two range from $10-$13 and are well worth it! Both are safe for kittens 7-8 weeks of age, I've used it on kittens as young as 4 weeks with no adverse side effects.
Also, by treating the kitten, you will also be treating any fleas in the house. The fleas will jump on the kitten and then soon die.
There is also Revolution (prescription only) which kills fleas, ticks, ear mites, and some intestinal parasites. But you don't need to treat things she doesn't have, so it can be more medication than necessary. It is still shown t be Very safe.

Flea collars have been proven to cause seizures in cats and dogs. Don't risk your kitten's health by using one. When you go to the vet, get some Frontline or Advantage for the fleas. Your kitten will also need to be checked for tapeworms since cats get them from ingesting fleas while grooming. Kittens under 6 months old don't usually respond to catnip but it won't hurt it to give a little and see if he likes it yet. Some cats don't like catnip so just see how he reacts.

A flea collar is useless. They might kill the fleas on the neck or force the fleas to run to other areas of the body. Get Advantage from the vet. Works great.

Iv'e tried many different cat flea collars. The cats still scratch. I don't think flea collars get rid of all fleas just keep them to a lower level.
The fleas still like to get up around the cat's chin and nose.

They do NOT work. Do NOT work. Do NOT work. They are also full of chemicals that can make the cat sick. Why make the cat sick if it will still have fleas too????????
Get some GOOD flea control like Advantage or Frontline.

i think you should spray the cat with flea medication or bath it in flea medication first
the collar might work
however it wont kill the fleas on the rear and hard to reach places
so it would need them off first for the collar to keep them off
