It loads slowly. Be patient. The Peace Corps will hire non-citizens to do other things. Language teachers and secretaries in the country headquarters are usually host country nationals, for example. To be a PC Volunteer, though, you have to be a citizen.

VSO will take people from any nation. It is the closest thing to the Peace Corps I know:
