Networking with people in the profession is usually the best source of jobs. Any dean of any university department with a graduate program would be an excellent source of information or could point you to a source.

Technical journals usually have ads and even if they are not jobs for research assistants these ads show where research is being done and where you can apply.

In the USA, Government research and grants from NIH, NSF and DARPA usually need researh assistants, There are a number of government funded research centers and DOD programs. Defense Technical Information Center provides abstracts for papers and many DOD grants require researches to submit their final reports to DTIC. See who writing these paper, where they are from and if then need assistants.
