22/7 is just an estimated value of pi. The real value of pi is obtained by dividing the circumference by the diameter of the circle. In calculus there are many methods to get the numerical value one example is Gregory-Leibniz series:
pi=4/1 - 4/3 + 4/5 - 4/7 + 4/9 - 4/11... so on

22/7 is just a close approximation to PI, with an error of about 1 part in 2500. This is near enough for a lot of practical purposes.
355/113 is an even closer approximation to PI, with an error of about 1 part in 12 million. Who would ever need any more accurate value than that?
But it has been proven mathematically that no rational number at all is exactly equal to PI, although there are methods of constructing better and better approximations.

Squaring the circle with a compass and straightedge is possible with a rational value of Pi. The only rational value ever used in the history of mankind is by Babylonians.
25/8 or 3.125 is the Babylonian value of Pi. (√2 * 1.25) = √3.125
(√3.125 / 2)^2 = 0.78125 = Area of the circle with 3.125 as Pi value

No. It has a square root which is also irrational and transcendental. Disregard any answers that say otherwise. Edit: You're asking two questions -- Does pie(3.14) have a square root? The other day I heard that Pie did not have a square root... is this true? The answer to the first is YES; the answer to the second is NO.

There is no real, rational value for pi. It is an "irrational" number (i.e. it can't be expressed as a "ratio" of two whole numbers). It lives in the mystical world between the whole numbers and fractions. There is an infinity of irrationals that live there. The irrational numbers comprise a higher order of infinity than do the rationals.

Depending on the sum use accordingly.
i.e. if radius is in multiple of 7 then use 22/7 otherwise it is mentioned in the sum.
