I find no logic in what you are saying. If you performed everything that is stated, the virus will no longer be in your system.

Would be a really big help if you were to give me the name of the virus that you have.

Perhaps the virus still remains on your "USB Drive". Example had a problem with a CD I burnt as a backup. When I put the disk in my tray there was a virus on the disk. (And I never had one virus in my PC, when I burnt the disk).

So I threw the CD away.

Wish I could help more, need more info., as the problem is very strange.

More information needed.......

What detected this "virus" from a usb drive ? Did you quarantine / delete it from the computer ? Why did you go through all the ridiculous reformatting then?

It should seem obvious to you that if the USB peripheral is infected - then everytime you plug it in to a 'reformatted disk' it is going to get re-infected until you stop doing that.

It should also be obvious to you that the USB drive needs to be cleaned (antivirus scan / remove). It should make sense also that if you re-install an infected Windows Operating System it still needs to be cleaned ?

Sorry but something or everything makes no sense in the question asked or I am reading it wrong ???

Are you talking about like a large 80 or 120 Gig external drive or just a small plug in stick ? If the little USB peripheral stick cannot be accessed to clean it of malware then it needs to be trashed or creatively attempt to retrieve the good content first and then toss it and clean your computer of the infection.

Second Look: ......
Apparently you are presuming here that you were hit from a virus after you plugged in the USB stick or external drive because you suddenly experienced malware symptoms presumably that included suddenly not being able to access Task Manager and a re-routed shortcuts to My Computer > C Local Disk and System D ? Meaning that you are guessing this was a virus and that actually there was no warning from your antivirus program about an infection. The denied access to Task Manager is symptomatic of a virus or trojan but would be coupled with more than that like denied access to the Windows Registry and/or disabled security software and an inability to access the internet even like a continually crashing browser and more. Just the two symptoms by themselves seem to lean towards an operator error in other words. Is that making sense ?

This is extraordinary. I think there's something you're leaving out of the discussion. I've not known of a virus that can survive a format......

What type of USB drive and where did the data come from?

Opening new windows is a setting you can adjust.

Disabling the task manager??? Give me more information.

Is the USB drive 100% clean? It's obviously still infected, which is reinfecting your PC after the format.

Format the USB drive, then format Windows...

I have encountered this before. .....Try going into safe mode, use the folder options to show hidden files and folders (NOT protected operating system files) and use Administrative Tools to check whether the virus created its own partitions on your drives. ... Try to delete suspected virus and delete the tiny partitions(mine was about 8MB each). Then reboot. If your computer works alright, then it should solve the problem. If you still encounter this problem. . .Try deleting these virus partitions, reformat and reinstall XP again. . I had to reformat a few times before the problem was solved. ... Also check your BIOS settings to see whether it changed your settings. If you're not sure try using default settings, save and exit by pressing F10 button. Hope this helps.

We're going to need more information. If you have indeed done a full reformat than your virus has no choice but be deleted. If it is indeed a virus than your getting it from something you install right after you install windows, or an infected media or email file.
