it was the meter so it was replaced but it is still making a noise.Any help out there oh the lines were flushed too.

high water pressure, worn pressure reducing valve,does it happen ALL the time or just when toilet flushed? (worn fill valve) valve not fully turned on, could be numerous things

I am a plumber and agree with trekkie - it is almost certainly a warn pressure reducing valve which will be at the incoming cold main either its your prv or someone elses.This thing has a spring set to shut at pressures above say 3 bar and when the pressure is high and the water is being used anywhere in the building then the thing shudders at high frequency.

Usually it indicates a loose/vibrating pipe, where an anchor in the walls has come loose. May be hard to find without tearing into sheetrock.

I once lived in a sub division, and the contractor had used discontinued plumbing in all the houses. Neighbors knew when one used the bath.
The old plumbing was Universal Rundle.
We renamed it to Universal Rumble.
