In some aspects it is not, and in others it is... it all depends on your definition of confidence and its perspective. If your definition of confidence is from an internal aspect (what is felt within). Then it takes belief in yourself to be confident. That belief may be gained by choices made (both in application and method), but it is not necessarily a choice in itself. Now, if your definition is based in perception, then it is a choice. as one may choose to act confident regardless of internal doubts/fears. This is a more common aspect that leads others to have unrealistic perceptions of how confident their counterparts are, consequently leading to less internal confidence (usually).
Note - for all realistic applicable purposes it is good to act and transmit being self confident and not give up easily. That in itself may build up internal self confidence. Effects in your perception of what real life is, is all that matters.

controlling overriding factors is a matter of choice,thus confidence is a matter of choice

unfortunately not , its just born with you in which the way your parents raise you effects very much on your self confidence for instance if your parents dont give you the suitable care in your childhood and dont listen to your opinion or used always to shout on you this will lack your self confidence and vice verse . now you can try to build your self confidence again but that takes a great effort , and it may not succeed.
