In Iran the largest religious majority, the Baha'i Faith, is considered kafir because it teaches that Baha'u'llah is the one promised by many traditions around the world who will bring peace and prosperity to all humanity. Baha'is are denied civil rights, jobs in many areas, bank accounts, education, their cemeteries are desecrated, marriages not recognized, even little school children are attacked, for example.
Wherever they live, Baha'is are obedient well-wishers of their governments and promote unity among the followers of all faiths. The persecution of the Baha'is in Iran is inexcusable and cruel and has been condemned world-wide.

Because Iran, like several other Mid-East nations, is a society based on rule under religious law - theocracy - rather than civil law written and enforced by members of society as opposed to members of a religious group.

It is a theocracy. That is what happens when state and church are not separate. Religious leaders think their faith is the only true one. When religious leaders control the state they make laws to force people into what they believe is the one, true faith.
