Because Iran, like several other Mid-East nations, is a society based on rule under religious law - theocracy - rather than civil law written and enforced by members of society as opposed to members of a religious group.

It is a theocracy. That is what happens when state and church are not separate. Religious leaders think their faith is the only true one. When religious leaders control the state they make laws to force people into what they believe is the one, true faith.
