Dairy Queen used to have an ice cream bar called the "Dilly Bar." (They might still have it.) The old advertising campaign was: It's scrump-dilly-icious. Basically, it's "scrumptious" (very delicious) with a "dilly" in the middle. So it means extremely good to eat.
