The Western Han Dynasty ruled China from about 209B.C. to 9 A.D. Though what we know as China today was significantly different then.
Russia at the time of Christ was not yet Russia. It was a land of migrating peoples and tribes. It was not until a hundred years later that permanent settlement of the grain-rich eastern territories began in earnest.
If you mean the North American continent, the "Adena" and "Hopewell" civilizations covered much of the midwest and were the predominant culture of the time. Not really a kingdom, nation, nor even organized tribe, but a prevailing shared tradition in terms of a way of living. The Hopewell gave rise to the Mississippians who were at their peak when Europeans arrived.

England was first invaded by the Romans under Julius Caesar in 55BC and was called Britannia, the area they didn't get to in northern Britain and Scotland was called Caledonia. Augustus was emperor around the time of Jesus' birth.
China at the time of Jesus' birth was ruled by the Han Dynasty, mainly the Liu clan who were rulers then during this 400 year period either side of the time of Christ.
As for Russia, parts of the Crimea and Black Sea were a Greek colony around this time, other parts were ruled by the Sarmatians. The Scythians ruled most of the present-day Ukraine and southern Russia. Northern Russia would have been dominated by various other disunited tribes and nomads.
America would have had no civilisation or government of any type, just hunter-gatherers, nomads and other native tribes.

When Jesus walked the Earth, Britain was then part of the Roman Empire. Therefore, the leader would have been who ever the Emperor of Rome was at that time.
England had not been created at that time and UK was simply called BRETEN or Britain.
As for America, well Julius Caesar [the original JC by the way] did once ask someone in Gaul - "are you sure there's nothing over here" as he pointed at the map of the world indicating somewhere west of Europe with a large ocean and nothing beyond.
China a highly civilized and advanced state would then have been ruled by a fierce but kindly emperor protected by Chinese dragons from horrid people from the West.
Russia - snowed under most of the time.

England were a bunch of Celtic tribes with no common leader, America wasn't officially discovered but probably already housed a few Native American tribes, again with no common leader, and as for Russia and China, parts of it were ruled by the roman Empire (so maybe you could say their leader was the Roman Emperor) while others would most likely have been (again) tribes of people with no common leader.
If you'd bothered to check ANY history book on that period, you would have known this too instead of having to lose points by asking - thanks for the two points this answer gives me though!

Back to the question: the answer is that Jesus monopolised leadership of them all. Jesus was a tyrant and the Bible is his piece of propaganda.

Jesus who ? For millennia there have been men called Jesus. Either give us a surname or read the entire history of the world.

That man was known as "Jesus of Nazareth" the form of surname at the time. "Christ" is not a surname.
