I cant get a master ball but i already have the first one but i need three more

You can get more master ball at jubilife tv station at the lottery by matching all the numbers or you can get more by migrating them with pokemon from ruby/sapphire/fire red/leaf green/emerald.

not sure which game you are playing but, here is a few locations on different games.
red/blue/yellow/green: you only get the one
gold/silver/crystal: get them by matching up your trainer ID number with the randomly picked number in the contest at the radio station's front desk.
ruby/saphire/emerald: same deal as the above, except the contest is at the front desk of the department store
(not sure if fire red/leaf green has it....)
diamond/pearl: I think it has a contest as well, though I am not sure where....... this is probably the one you wanted it for.... :(
