in some areas a lot fo guys are circumcised which make=s them appear to have tight skin on their penis especially when erect. guys who are not circumcised have an extra bit of skin that will cover the head of their penis when they are limp and retract at least partly when erect. wither limp or hard they do tend to display a loose look skin-wise.
Note though that how often a guy masturbates has little or no bearing on the looseness of his skin.
