No. People who follow the Abrahamic faiths (Christianity, Islam, Judaism) are circumcised. Hindus, however, are not. Sadly, this distinction has been used by extremists on both sides to make sure their victims are "of the enemy".

Wouldn't have thought so - its not part of the main religions or traditions there and few people would be willing or able to pay for unnecessary surgery there.
