With 16 units and a GPA of 3.314 .. is that still good? okay? great?

Good for what? A B is usually defined as "good", so a "good" GPA would be 3.0. However, with a 3.0, you would not be eligible for the Dean's List (usually 3.4 or 3.5), graduation with honors (a minimum of 3.5), or most of the honor societies or awards (usually around 3.65).

Anything above a 3.0 puts you in a competitive position for job recruiting, many companies won't even look at applicants with anything less than a 3.0.

It depends on what you want to achieve with it--parental approval, staying in school long enough to graduate, qualifying for aid, getting a job, or getting into graduate school. I can't really remember clearly, but I think I had about a 3.3 or so and managed to get into a very good grad school.
