You are asking two very different questions here.
I think two main reasons exist for her popularity:
1). Her gender. As much as people would like to make it a non-issue, the fact is that she's the first woman ever to run for president. Talk about some automatic free publicity. There is no way to know how much publicity she'd get if she were a d00d.
2). Her name. Her husband used to be president, and a very popular one too. Just hearing the name "clinton" automatically rings a bell in the heads of most Americans, for good or ill. You will never hear someone say "Who is Hillary Clinton" and mean it.
As far as why she is the best, I don't think she is, so I guess that pretty much disqualifies me for best answer. Poor me. +D

She's popular because she's a woman. However, SHE IS NOT THE BEST CHOICE! She will destroy America will all her ideas. ALMOST ANYBODY BUT HILLARY!
She is worse than Obama AND Edwards because she is slightly more socialist and has more expensive ideas than they do. However, in saying that I am not indicating that Obama or Edwards are proper choices.
I will never vote for a pro-amnesty socialist tax-raising twit! I will never vote for any of the Democrats currently running! (Is that specific enough?)

Hillary is popular because:
- she was the first lady of Arkansas and america
- her husband is the popular 2-term democrat president in recent american history
- she was able to beat the republican candidates twice in the senate races
- she is the popular senator from new york, although she moved there in 1999.
She is the best because:
- she is experienced, hardworking, having good leadership qualities, and most electable in the next election
- she has the best supporting spouse and advisor, Bill Clinton
She is better than Obama and Edwards because:
- she relates well to women, blacks, and whites
- she has more foreign relation experience, from her time as first lady in the white house
Hillary is the best choice because she is proven to be a good politican, although she has been subject to the republican attacks in the past 16 years. She perseverd, survived and prevailed in the end. Many rookie candidates, including Obama and Edwards, will perish upon closer scrutiny of their past personal behavior or political records.

Hillary is popular because she is married to Bill Clinton. Don't ask me to explain that because I can't.
As far as being the best, I can't explain that belief either. Were her last name anything other than Clinton, she would have been laughed out of the primary long ago.
