Where is it that it just sucks on the human response to help other people and express personal views through a forum that allows expression?
Also
It rules with a Big Brother attitude and only allows certian answers to certain questions to shape the younger generation and alienate certain other undesirables?
Also
It tends to only be in English and if I were going to make this, I would start with minorities and then work upto the English language.

2 - I got many helpful answers quickly using this. There is a lot of nonsense and silliness in here too, but it is a good resource too.
