Yes, there are laws, lots of them. People would go to jail for doing that. If someone is serious about doing this you need to call the ASPCA or Humane Society or any shelter in your area. If you don't know how to locate them just call a Vet and they'll tell you.
It would be incredibly heartless to do this to an animal....they do feel fear and pain. I've seen folks get fines and jail time for much less things when dealing with animals. Why not just surrender the dog to a shelter? If there are none in your area then the dog can be released to the police the same way.

If they live in within the city boundaries, then I'd say yes. Definitely. Most cities have laws against shooting firearms within their boundaries.
But...I'd call your local animal control and ask them. Look them up in your phone book in the local government section.
Note: I know we are talking cats and dogs here but "domestic animals" also includes, cows, goats, sheep, pigs, rabbits, chickens, etc. and those animals are killed everyday for food and it's fine as long as laws such as the one above are followed. Just wanted to make that clear to everyone saying it is illegal to kill domestic animals. :)

If the animal is dying a painful death. For example, the animal was extremely injured and veterinarian could only put them to sleep. This is not inhumane. Also, if they animal is in direct harm of you or another human this is also very legal. Yet, if people do it for fun or entertainment. Then, there is something seriously wrong with them and they are breaking laws. Example, Michael Vick.

Yes, domesticated animals are protected by law..there are animal rights and animal cruelty laws. Anyone shooting, torturing, harming, or starving pets can be fined and do jail time. Report anyone breaking these laws.

However, if the animal is hers and the shooting will instantly kill it, and she's not putting anyone else in danger, it may be legal.
If it is indeed legal, and your friend still wishes to shoot the animal, then perhaps taking the animal from her and giving it to a no-kill rescue group would be an option.
