Well, I personally think it is a little of both. I believe there is a genetic basis for "leadership", or at least for a brain chemistry which is supportive of developing the analytical and quick response skills necessary to be a leader. However, I believe these genes are dependent largely on environmental factors for expression. If you are raised in a setting where expression is discouraged, you likely will not develop into a leader.

born or by birth?

do you mean that people with leadership qualities are born with these traits naturally or parents teaching their babies leadership qualities before they turned one year old?

i think that people can become leaders. i gues it jut depends on who you are, a little of both i think.
