I suggest reading the lease that you signed when you moved in. It should specify what is to happen when you do not pay what you have promised to pay.

In general, unless the lease says different, then YES, the landlord can evict you and change the locks. They are his/her locks, not yours. Not paying your rent (and not making prior arrangements with the landlord) means that you don't want to honor a legal contract you have made and signed your name to, so the landlord has no obligation to allow you to keep living there.

Of course, my obvious recommendation to you is to pay your rent, but I'm guessing you have considered that.

I believe the landlord needs to go through the housing court to actually put a lockout into effect. Since you have access to a computer, go online at the Kansas state website for housing and see what the process is as stated by law. As you have been threatened with seizure of your property, you may also want to contact your local police, and if his threat is illegal they can take appropriate action.

You can only be evicted by a court order.

If the landlord changes the locks, consult an attorney and SUE HIM/HER.

Only after court evicts you. He needs to give you advance notice. But reread your lease. It may state otherwise.
