It was not discovered, it was not used until it appeared in markings credited to the Babylonians. So while it appeared, it was always something that people knew about but it didn't mean anything useful to them. Like what is important about zero sheep? But one sheep is important. There are some interesting books on mathematics and you can get them out of the library and read the history of mathematics; try a book called "Zero, The Biography of a Dangerous Idea" by Charles Seife. It is an easy book to read.

So in Roman numerals, which some people credit to the Etruscans, There is no zero, and instead of the placeholder, zero, they use a separate symbol. Zero makes things a little simpler. But most civilizations dealt with positive things, quantities of materials, numbers of ships or people, or lengths or areas, or volumes. Zero didn't have much use in those circumstances.

The concepts in different ancient cultures(India, China, Egypt, Greece to name a few) have evolved independently. In addiiton, the ancient travelers/traders carried the idea with them, which got interpreted and developed further in that region. So, it is difficult to exactly name a person. Therefore, it is not right to discount if someone mentions some unfamiliar name. Various sites have very interesting historical account documented.
