OK, Here's what you do. First click the Tools button in your browser. Next Internet Options. Then under browsing history, first click the Delete Button. Now click Delete in the Temporary Internet Files Category. Please Note: this does not actually delete any cookies, but if you do not do this first, it will be very difficult to find the cookies among all the other files in Temporary Internet. Now Click on Close. Next. click the first Settings Button, that is the one closest to the top. Then VIEW FILES. VOILA!! Here are all the cookies on your computer. Good luck finding the one you want to delete. Then you do, right click on it and then left click on Delete.
Edit: WOW So many different ways of finding cookies. Some Good, Some not so good. Trust me, Mine is the easiest and the best. I do it all the time.

If you are trying to do this for a specific website, do the following (for Internet Explorer 7.x):
Click on Tools -> Internet Options. Inside Internet Options, click on "Settings" Under "Browsing History" which is in the General Tab. Click on View Files.
All of your cookies should appear. You should be able to run a search in there and find the cookie based on the Internet Address.

You can either go to your TEMP Folder, or you can install AVG AntiVirus from download.com and it will bring up each cookie individually.
