b/c they want more people to see the question so they will be able to get better answers. they probably want a more variety of answers. too many people are asking stupid questions, like this one, so the important questions are often blocked out by stupid questions, like this one. =]

If the board's very busy, the questions go through so quickly that few people get to see them.
On the other hand, if the board is very slow, there aren't enough people answering.

some times they dont get posted the first time, then when you post it again you get the 2 go through together
