First of all, disc brakes aren't necessarily more powerful than drums and some work much worse when wet than drum brakes. The old four leading shoe drum brakes were more powerful than a lot of disc brakes were in the 70's and 80's. The problem with drum brakes is that with repeated use, they can't dissapate the heat as quickly, the hot drum expands and pretty soon the shoes won't make contact. That means no brakes at all. Discs can also fade when hot enough to boil the brake fluid, but generally are more fade resistant than drums.
The wet weather stopping power of discs is affected by the material of the disc and the pads and as to the drilled holes or grooves designed to give the water a path of escape. Old Hondas had the absolute worst disc brakes ever make. Take my word for it, you'll just about pee your pants when you're in the rain, a truck suddenly stops in front of you and no matter how hard you squeeze the brake lever, absolutely nothing happens. Nada. The water on the disc might as well have been oil. Kawasaki's drilled discs with their OEM metallic pads were some of the best around in the late 70's and 80's. Being wet made no difference at all. Moto Guzzi's cast iron discs worked well but rusted overnight, every night. In general, metalic pads wear the disc more but aren't affected by water.

You have disc brakes on the front wheel of a motorcycle because the front is 75% of the stopping power. Disc brakes have more power than drum brakes, they also will work when wet and the are far less likely to lock up than old fashion mechanical drum brakes.

if you aretalking about a bike with disc brakes in front and drum brakes in rear it is be cause a motorcycle has a braking ratio of 75-80% of stopping power on your front tire and 20-25% on the rear tire for more control while braking plus your back tire locks up easier than your front
