i live in pennsylvania tax is 6%...im getting a helio ocean phone my plan is 65$ a month but after my extra services it comes to 78$ but how much is that going to be after all the taxes and stuff that come on cell phone bills

Know that your first bill will just about double that and be around $150.00! This is due to billing cycle, Don't be surprised... Its the first month prorated and the payment for the second month.

But your normal Bill taxed will be $82.68, plus federal taxes and 911 fees so I would say it will be between $92 and $95

I'd guess $100, having worked in the cell phine industry. That would be a safe bet. But, if your question were JUST what would it be if the taxes were only 6%, the best way to find this would be $78 x 1.06= $82.68

You're missing some information here. We need to know more information like what does the cell carrier charge in service fees?
