The most it would cost would be about 5 thousand dollars if you needed the entire system replaced with abs. I doubt you need that obviously, best bet is to take it to a national chain shop that does free brake inspections (most do), and see what's going on, to ask a question like that on here, no way to answer without having the car in person and doing an inspection. A caliper that seized is probably a 0.01% chance, that doesn't happen often, if all your brakes are locked up it's either a mis adjusted pushrod to the booster or a bad master cylinder.

If, you have not heard a grinding noise (like metal on metal) sometimes it can be dirt/clogged hydraulic lines. It cause the brake pad to stay in position of braking and not release. I have seen it more with Brake Pads than Brake Shoes. Usually you will know this from the smell as the rotors become hot.
If, you just mean the brake pedal itself, then it could be as simple as the return spring on the pedal under the dash. But, the pads should still release and not brake if it a spring, this just be more like the pedal flop around with no tension.
Depending on the mechanic, they may do you for a big price fix everything. Someone know, may do you good and replace a clogged line and flush with new brake fluid.
It really depends on what cause this.

Without being there, it sounds like one of your brake calipers has locked up on you. Unfortunately, the job isn't hard but expensive. The bad caliper is going to have to be replaced. You may have to have your rotor replaced as well. If that isn't the problem, it could be the brake master cylinder. It controls the amount of pressure being applied and if it gets stuck, so do you. Again, not necessarily hard but expensive. Labor is going to be the biggest hitter. an hour is going to be charged regardless if the job takes less. Look to spend about $500 which is a mild estimate.

I just finished to fix my brakes my self. First time i changed
just the rotors and pads. I started have vibration.
Had to change one caliper, lubricate evrything and
turn my rotors.
You probably didnt have brake pads and one of your
calipers wen't out- got locked. It need to be changed.
One thing about brakes is that everything-4 weels got to be
done. In Moscow i spent around 1000 dollars to fix
brakes on my Opel Omega B 1996!
