I believe that a 100% reduction means that you have nothing left, but others have said it cuts it in half. To me that math doesn't add up, since half=1/2=.5 and .5 is the same as saying 50%...therefore, a cut in half cannot be a 100% reduction.

As I stated above I know that 100% reduction equals zero. What puzzles me is how others can think it is a reduction by 1/2. The others I refer to can be quite smart at times, and very adamant about their answer - but just being adamant doesn't make you right...but it does tend to make others stop and think, am I crazy or missing something. This question is more about ensuring that I am not missing something. Sort of like doing a math problem wrong several times, but when a friend looks over your shoulder you find your error and do it right.
If all new Fed Buildings will reduce their fossil fuel energy use by 100% by 2030, then by 2030 they will use 0 energy produced w/ fossil fuel!
I can't wait to see that!
