1. Make a conscious decision to act.
2. Break the task up into smaller parts and do in a methodical order.
3. Realize its better to act than to put off until later.
4. Reward your own efforts with a mental pat on the back.
5. Don't over commit in the first place. If you're not willing to do, don't put yourself in the position that you must do.

think positively, you must analizise what exactly you have said and think about what you should have said in the first place
this way over time your analyses should start to change the mindset you had into one that is simpler and more positive rather than expressing through procrastinating. It is as though you are conditioning your mind to think otherwise. Our mind tends to get used to things, and in order to change what its adapted to, you must go the opposite direction which in this case is trying to think positive and fall back on what you should say instead.
take for example if one doesnt want to go to work or school, he/she must think of the benefits involved which is gaining the education necessary to make a living and making money to live.

For me, procrastination comes from a seemingly overwhelming task. To help with this, I break the task into VERY small parts.
Example: Sending out Christmas cards
Break this into:
1) make a list of people I want to send cards to
1a) list my relatives
1b) list my best friends
1c) list people who sent me cards already
2) buy cards
3) buy stamps
4) look up addresses
4a) list people I can HAND them to
4b) copy the addresses from the envelopes of cards I receive
etc....
