It gives us the efficiency of levels of abstraction. Complexity becomes logarithmic instead of linear. I can't run a picnic for 500 people. I can't even run the 50 workers needed to put it on. But I can manage the 7 team leaders, each of whom manages their team of 7.

Sometimes we don't - a filing system and standing in line for tickets is not hierarchical.
A hierarchy works best when there is a chain of command and responsibility or when masses of data can be best handled by grouping and subgrouping.

The people that created the system relized that they could control smarter people than them if they could hold a higher standing in the public. and the lower citizens become demoralized and fearful of the power. And the cycle continues...
