You can change the 80 to a different value.
In IE (at least in IE6), this does place the bottom border on the visible page, even if the page has more content below the visible page.
The scroll, now works between the top and bottom borders.
It doesn't have this effect in FireFox (or Opera).
Instead the bottom border is at the bottom of the page, and won't be seen until you scroll down.
