room rates seem higher than usual

Vegas is not a spring break destination. Conventions are heavy in the spring. However March, April and May are prime months here because of the weather. That would explain the room rates rising then. Dec, Jan and Feb are slow months as are June, July and August. First three are because it's cold and the last three because it is really hot here.

Room rates are a good gauge to expected occupancy levels. Las Vegas hotels have fine tuned rates into a science of maximizing profits. If you see rates uniformly higher at all properties then you know something is up and should avoid or at least be prepared for the crowds.

Not too many spring break crowd in Las Vegas however it is convention time most of the year now.
Low room rates are downtown but there is good transportation (bus) to the strip.

It's always busy in LV, it's a city that never sleeps. Just pick a hotel and call the front desk and ask them if anything is going on.
