his new electronic ignition computerized car. His friend says that only a certified technician with the proper diagnostic scanners and equipment should work on the new car. Who is right and why? Thank you

His friend is correct. Only a technician would have the tools and skills to properly understand and diagnose the systems on that vehicle.

If it's something like changing the oil or maybe changing a blown out fuse, sure let John do that. If it's something like an oxygen sensor or timing or (with nowaday's closed cooling systems) changing the anti-freeze, it would be wise to get a qualified technician.
