You may be joking, but just in case, let's clear up a little misconception:

Parrots don't talk. They mimic.

A parrot is incapable of stringing together new words and phrases like we can, and is really just repeating something it has heard over and over and over again. In all likelihood, it has no idea what it is really saying when it says "Polly wanna cracker!" The bird MAY know that making that sequence of sounds scores a cracker and so would be more inclined to make that particular sequence of sounds when it is hungry, but that's not talking. If you taught a parrot the words "I", "would", "like", "a", "nice", "fresh", and "cracker" independently, the parrot would never learn to string them together in order to form a coherent statement of desire.

So a parrot can't be a reliable witness in a trial, cartoons aside. In order to be a witness, you have to be capable of describing what you've seen in your own words, and parrots just cannot do that.

A parrot's 'speech' would be irrelevant and inadmissible, assuming you are trying to get the parrot's 'speech' (i.e. "Donnie killed Victor; Donnie killed Victor. ARRCK") into evidence for proof that Donnie killed Victor. If you are trying to get a parrot's 'speech' into evidence for something else, it might be admissible. (The parrot would be evidence, not a witness). For example, if you are trying to prove that the parrot you sold is capable of 'speech', where the buyer claims you promised the parrot could 'talk' but doesn't, then the parrot's 'speech' would be relevant and admissible, despite any actual words the parrot 'says'. (No hearsay problems with a parrot's 'speech' because it is not a person.)

Well parrots can talk but you need to train them to say things . My friend has one and her parrot can only say about 3 phrases .
