You must get written permission from the copyright holder to use the picture and you must cite in your publication that the picture is used by permission of the copyright holder. The citation form is usually like this:
Copyright [year] by [name of copyright holder]. Used by permission.

It depends on the license granted by the owner of the copyright. Unless otherwise noted All rights are reserved by the owner/photographer and it is illegal for you to do anything with it without express written permission.

If you're using them for a newspaper article, you should be covered under the fair use provision... just make sure you list the source of the picture and give proper credit.

If you right click on the picture, "properties" will usually tell you if the picture is 'protected' or not. Most postings on the net will tell you to 'feel free to use them', or there are options to buy them. If the option is to buy, it is protected. You could use it for your own personal pleasure, but would not be able to publish it. Also, even if it's not protected, anytime you use a photographers work, be sure to give them 'credit'. (i.e., "Photo by ....").

Its polite to request permission from the owner of the picture/article.

You should try and get permission from the owner first. If the pictures don't say they are copy right protected you should be okay. But ALWAYS credit your sources.

copyright law is extremly complex ,and you should seek proffesional advice,it can cost a fortune too,i know this as im going through it myself,and it WILL make your head hurt a lot .
im sorry but thats the way it is,
yours may be simple,be carefull though you can get screwed.
