I would not let him out all the time. I have 2 cats and I only let them out once in a while. My friends cat was an outdoor cat and one day she came home to find her cats body on the side of the road as it had been hit by a car right outside her house. She doesn't live in a busy neighbourhood, it is an extremely quiet place I know it is not fair to them but you have to consider Mr. Kitty's safety. Maybe let him out once in a while.
