If your computer has a DVD drive, it would have come with some DVD player software (I've yet to see a computer or DVD drive that didn't). Maybe you can download it from the manufacturer's web site (you can for Toshiba laptops).

About the minimum spec for DVD playback is a Pentium II, but the video card type will make a difference, since some of them have hardware acceleration for video playback.
